Hi and welcome! To get pictures in, go to the "Upload" link at the top, select one or more from your hard disk with "Browse", and then "Upload". You can then click on the links to the image names, to see the image and edit it. If you want everybody to see it, make the visibility "public". To assign to a stamp, pick country and add a short description to narrow it down (for example, "1840-1p" for a Penny Black, etc), click on the matching checkbox in the list and then "Identify".
